I know MA isn't supposed to work well with Win98 but....

I have v209 set up on a win98 machine and everything is working fine except one problem, my cabinet is a Tempest cabinet only running Tempest, tubes, and other hacks from Misfit mame I have the spinner and stock controls (player 1 and 2 start, fire, and super zapper. I scroll through my menu with player one and two start buttons and now is where the problem starts ....I want to use my fire button as my game select button(enter) this button is Lctrl for my mame setup but if I go into the control tab in preferences it wont let my assign Lctrl to the Select option, I can assign other keys but it just won't let me enter the Lctrl, it is not assigned to any other function in MA so that's not the problem. I have another machine running v208 which let me assign Lctrl as select, that machine is XP however. So what do you think is this a MA version issue or a WIN 98 issue? Like I said everything else works fine. I'm using a minipac through a usb cable if that matters. I haven't tried a ps2 cable because from what I've read the spinner only works with a minipac through usb.
I'm kind of blabbering here so to recap my question is why won't MA let me assign Lctrl as SELECT?

Cmon it's been an hour and nobody has solved my problem yet?

Well I've tried everything I can think of and can't solve this. One thing I did is set up MA on another computer and assign ed Lctrl as SELECT then copied the file to my other computer. I'm still having the same problem -Lctrl wo n't register as SELECT on the MA menu. So I go ahead and hit Enter on my keyboard and the game starts and the Lctrl works fine in mame. It's just not registering from the MA menu. What do you guys think, is it a Win98, Mini pack, or some other issue?
Any guesses would be appreciated.
